MUMBAI, India — A building being constructed without authorization in a Mumbai suburb collapsed on Friday, killing at least 27 people, the police said.

The police said it was not immediately clear what had caused the structure to collapse.
At least 54 others were injured in the collapse in the suburb of Thane and rescuers were searching for more victims in the debris, Police Inspector Digamber Jangale said.
The building had four floors, and four more were being added, but the work was being done without clearances from the local authorities, Mr. Jangale said. The first four floors had offices, but most occupants had left for the day at the time of the collapse.
Three of the new floors had been completed before the building fell.
Most of those killed were construction workers who were staying in the building, Mr. Jangale said. The condition of at least 10 of the injured was serious, he said.
The police said it was not immediately clear what had caused the structure to collapse. They have arrested the builder and an associate.
Building collapses are common in India as builders try to cut corners by using shoddy materials and multi-storied structures are built without adequate supervision.
