Joined by Vice President Joseph R. Biden Jr., the governor announced more than 1,000 projects that he said would make New York better prepared for future storms. They include rebuilding tidal wetlands and upgrading the electrical grid.
"Extreme weather is the new reality, like it or not," Mr. Cuomo said. "And we have to deal with it."
Listing project after project, Mr. Cuomo said the state would also repair or replace more than 100 bridges that were vulnerable to flooding; create what he said would be the nation's first undergraduate college dedicated to emergency preparedness, homeland security and cybersecurity; and recruit 100,000 volunteers to join a newly created Citizen First Responder Corps. (Participants would receive, among other things, safety goggles, duct tape and six food bars.)
The governor also promised significant steps to bolster New York City's mass transit systems. He said the state would embark upon "the most fundamental redesign to the subway system since it was created," spending $5 billion to fortify transit infrastructure like subway tunnels, and bus and rail yards.
Mr. Cuomo also announced a new weather detection system that he said would be the most sophisticated in the country. The state will spend about $19 million to build 125 interconnected weather stations that would provide real-time data on air, wind, soil and radiation conditions, allowing the state to anticipate storms and flooding better.
Mr. Biden traveled to Albany to cheer on Mr. Cuomo. The event was highly scripted, beginning with a video showing hurricane footage set to dramatic, thumping music. Reporters were sternly warned not to try to pose any questions to Mr. Biden or Mr. Cuomo, both of whom are possible Democratic presidential candidates in 2016.
In the governor's ceremonial office, the vice president listened patiently as Mr. Cuomo delivered a 25-minute presentation about the devastation of Hurricane Sandy and the steps his administration was taking to prepare for future storms.
When it was his turn to speak, Mr. Biden praised New York as a model for other states, and urged greater public investment in infrastructure.
"You've got a governor who understands why the Empire State became known as the Empire State, and apparently is determined to keep it the Empire State," Mr. Biden, clutching Mr. Cuomo's right forearm, said.
"That's exactly right," the governor, smiling and nodding, replied.
Mr. Biden looked out at the audience.
"No, I'm serious! I'm serious!" he said. "I wish everybody could see this presentation."
